The Social Security Institution (SSI) publishes the updated Healthcare Implementation Communique with its announcement dated May 4, 2021.

TITCK provides clarifications, with its letter dated May 6, 2021, with No. 428510, on the scientific meetings/product promotion meetings for which preliminary approval was received before the pandemic but which have been canceled/postponed as well as transfers of value during this period.

The following shall apply under the referred letter:
In case a payment is made as a deduction, penalty, agency/event company service fee, etc. for the scientific meetings/product promotion meetings which have been canceled/postponed despite having received preliminary approval, these will be made as transfers of value to healthcare professionals (HCPs) for payments made to HCPs, while the other payments for scientific meetings/product promotion meetings will be made as transfers of value to healthcare organizations (HCOs),
The donations made to Provincial Healthcare Directorates in cash/in-kind will be provided as transfers of value made to the relevant Provincial Healthcare Directorate, while the donations made in cash/in kind to the center(s) providing healthcare services and operating within the borders of the relevant province upon the guidance of the Provincial Health Directorate will be performed as transfers of value made to the HCO to which the donation is transferred,
The donations in cash/in-kind provided to the center(s) providing healthcare services via Associations with which registration/authorization holders are affiliated will be made as transfers of value made to the Association with which registration/authorization holders are affiliated.
